Do threads here need only to be about a specific console, or can it be topics that are either more specific or broader than a console? For example "3DS hacking" or "console modding"

Yeah, it can be more specific/broader topics that don't fit in existing threads. This is more to avoid multiple threads that are just talking about something like the SNES.
